President Trump campaigned heavily on expansive trade policy changes and vowed to use tariffs to rebalance trade relationships and create leverage to win concessions and make deals on both economic and non-economic issues. While President Trump’s full trade agenda is still taking shape, during his first weeks in office, President Trump has announced substantial tariffs on Mexico, Canada, China, and has threatened a variety of other tariff and trade-related measures – with potential universal tariffs also still on the table. Indeed, Trump’s “America First Trade Policy,” announced on his first day in office, indicates an interest in further utilizing a broad swath of trade authorities, including Section 232, Section 301, Section 337, Section 338, IEEPA, and more.
As President Trump reaches the end of his first month in office, the Covington trade team will assess the trade-related actions already announced by the Administration, highlight likely forthcoming trade measures from both President Trump and Congress, and discuss key strategy and business considerations in response to those existing and likely trade actions.
